Pilot project


To achieve the overall goal of the ARCEE project, i.e. to increase the know-how of key stakeholders in the partner countries on energy efficient housing refurbishment and new construction, one central activity in the project is the practical preparation and if possible also implementation of energy efficiency measures in multi-family residential buildings. This is done in the frame of pilot projects which are realised in each of the partner countries.

The pilot project activities focus on the identification of suitable buildings (one or two per country), the visit of the buildings and the analysis of their current structural conditions and energy efficiency as well as the development of recommendations and refurbishment concepts. These activities are implemented by the German project partners Auraplan and IWO in close cooperation with the national partners and the administrations of the pilot project buildings. The involvement of the residents of the buildings is regarded as crucial aspect in this context.

The pilot projects in Odessa, Ukraine and St. Petersburg, Russia focus on providing consultancy for existing buildings which are in need of refurbishment. The project partners suggest a comprehensive refurbishment approach, but also analyse and present refurbishment variants. In Minsk, Belarus the construction process of a new multi-storey residential building is accompanied and recommendations regarding the energy performance, execution of construction works and liability aspects are given.

Pilot project on Volgogradskaya Street, Minsk

In Belarus, the ARCEE project team has selected a new multi-storey residential building as pilot project. The selected newly constructed building is located on Volgogradskaya Street, 25a in Minsk. The construction project, developed by the Belarusian State, provides 129 apartments with 1, 2 or 3 rooms, targeting at a disadvantaged group of residents whose current living space is with an average in-house living area of less than 10sqm per person very limited. The construction is implemented by a state owned company, UKS, which has been selected as general contractor and cooperated closely the builders and construction firms.

When starting its work on the selected pilot building, which was at that time still under construction, the project partner Auraplan conducted an assessment of the energy balance for the originally planned building. Furthermore, several variants for improving the building shell’s thermal characteristics have been tested and recommendations were developed. The technical measures recommended to improve the energy efficiency of the building included increased building shell insulating, use of windows and external doors with a low heat transfer coefficient.

Besides the use of several technical energy efficiency measures, the recommendations included a set of passive design strategies to improve the building’s energy efficiency without additional cost. These included: removing the garbage shafts commonly located in the heated area, excluding any extensions such as balconies or additional rooms in the ground floor from the heated space, and designing a compact building.

Applying the design and technical recommendation, a simulation of the heating demand of the building was conducted. The simulation result showed a significant reduction of the building’s heating demand: While according to the original construction plans the building would have a heating demand of 46kWh/m²a, it would have only 26kWh/m²a with the suggested changes, i.e. 20kWh/m²a could be saved by implementing the recommended technical energy efficiency measures as well as passive design strategies.

Additionally, a proposal for the use of renewable energy sources, namely solar panels for hot water supply, has been made and alternatives for the technology use were briefly described in the developed recommendations.

The aim of this pilot project is to be replicated in further new construction projects, serving as a case study for other developers. In order to determine whether the proposed technical solutions were economically efficient or not, cost calculations were conducted and decisions, e.g. to remove the garbage shaft, were taken by the local project implementation team.

Training seminar in Minsk

Training seminar for house managers and representatives of homeowner associations addressing the question “How to engage flat owners in refurbishment of multi-apartment buildings” was organised in Belarus (Minsk) in May 2014. The goal of the seminar was to support house managers and homeowner associations in the communication at different steps of a refurbishment. The one-day event included the following topics:

  • Preparation phase: evaluation of energy performance of the building to assess the need for improvement
  • Communication with flat owners on possible options (legal, technical, financial) and measures (insulation, change of windows, etc.) to increase energy performance of the building
  • Reaching a common agreement on refurbishment measures of the house by flat owners
  • Steps and measures of the refurbishment for improving the energy performance of the house.

Training seminar in Minsk (30.05.2014)

Experience in building refurbishment in Latvia

Academy of Management of the President of Republic of Belarus organized 2 events on 11 December 2013 and 29 January 2014 on „The European practice of management of joint ownership buildings and interaction with local authorities. International experience in increasing energy efficiency of the housing stock”.
